Pemerintah Australia Merespons Laporan Khusus Terkait Isu Islamofobia

Perdana Menteri Australia Anthony Albanese mengumumkan respons resmi pemerintah terhadap 54 rekomendasi dari Utusan Khusus Pemberantasan Islamofobia, Aftab Malik, pada Sabtu, 18 Juli 2026, guna memperkuat kohesi sosial dan mengatasi lonjakan serangan terhadap warga Muslim.

Pemerintah federal menyetujui dan mulai menindaklanjuti 35 rekomendasi, termasuk pembentukan Satuan Tugas Pendidikan Islamofobia baru serta tim kohesi sosial kepolisian federal untuk meningkatkan pelaporan penyerangan. Langkah praktis ini juga mencakup pendanaan keamanan di tempat ibadah, pelatihan bagi anggota parlemen serta pegawai negeri, dan pendanaan bagi organisasi komunitas Muslim.

Meski demikian, Albanese menolak rekomendasi Malik untuk memperkuat perlindungan hukum bagi kelompok agama dan meninjau kembali undang-undang antiterorisme. Penolakan ini didasarkan pada saran independen dari badan keamanan nasional Australia.

Laporan setebal 10 bulan lalu tersebut memperingatkan bahwa Islamofobia mengancam persatuan nasional Australia dan komunitas Muslim dengan merujuk pada tragedi penembakan Christchurch 2019.

"It has found new life in those who seek to blame all Muslims for acts of terrorism that are an offence against their faith," bunyi laporan resmi pemerintah Australia.

Dokumen tersebut menegaskan bahaya dari penyebaran gagasan kebencian yang dapat berujung pada kekerasan yang tidak terbayangkan terhadap komunitas minoritas.

"The inescapable lesson of the atrocity at Christchurch, the mass murder of Muslims by an Australian gunman, is that what begins with hateful ideas can end in unimaginable violence." tulis laporan tersebut lebih lanjut.

Menanggapi klaim politisi Pauline Hanson yang menyebut Islam berbasis terorisme, Malik menegaskan dalam sebuah acara di Sydney bahwa pernyataan tersebut sangat mendehumanisasi warga Muslim.

"These damaging, dehumanising words, not only do they isolate and marginalise Muslims, it lends itself to threatening behaviour, harm, … and ultimately, we’ve seen Christchurch," ujar Aftab Malik, Utusan Khusus Pemberantasan Islamofobia.

Malik menambahkan bahwa komunitas Muslim Australia berhak mendapatkan keselamatan, martabat, dan perlindungan yang sama seperti warga negara lainnya tanpa harus menanggung kompleksitas birokrasi kebijakan dalam waktu yang tidak ditentukan.

"These measures matter. They are important. They demonstrate that the Government recognises Islamophobia as a real and serious problem that warrants a national response - but this is just the start of the journey." kata Aftab Malik, Utusan Khusus Pemberantasan Islamofobia.

Ia menyatakan akan terus mendukung kemajuan kebijakan yang diambil sembari tetap mengadvokasi rekomendasi-rekomendasi lain yang saat ini masih belum disepakati oleh kabinet pemerintahan.

"To tackle Islamophobia at its roots, we must address the challenging questions. These include stronger and more consistent legal protections for Muslim Australians, further national examination of Islamophobia and action that addresses its social, institutional and structural causes." tambah Aftab Malik, Utusan Khusus Pemberantasan Islamofobia.

Malik mengapresiasi pembentukan kantor utusan khusus ini oleh perdana menteri sebagai satu-satunya lembaga yang ada di dunia saat ini.

"I understand that Government must balance competing priorities, work across portfolios and navigate complex legal and policy questions. But Muslim Australians should not be expected to bear the cost of that complexity indefinitely. They are entitled to the same safety, dignity and protection as every other Australian." jelas Aftab Malik, Utusan Khusus Pemberantasan Islamofobia.

Malik menandai pengumuman ini sebagai awal dari fase paling penting untuk menerjemahkan komitmen tertulis menjadi tindakan nyata di tengah masyarakat.

"My report remains my independent advice to the Government and the benchmark against which progress should be measured. Where the Government has acted, I will support that progress. Where recommendations remain outstanding, I will continue to advocate for them." tegas Aftab Malik, Utusan Khusus Pemberantasan Islamofobia.

Ia berharap proses kerja sama konstruktif dengan pemerintah dan seluruh pemangku kepentingan dapat terus berjalan lancar demi membangun Australia yang lebih inklusif.

"That the Prime Minister established this office is important. It remains the only one of its kind in the world. A government response is important, what matters is the difference it makes in people's lives." kata Aftab Malik, Utusan Khusus Pemberantasan Islamofobia.

Proses panjang pembentukan komitmen ini dinilai membutuhkan keterlibatan aktif yang konsisten guna memperdalam pemahaman antarkelompok.

"Today is not the conclusion of this process. It marks the beginning of the most important phase, translating commitments into meaningful action and continuing work in areas where agreement has not yet been reached." ujar Aftab Malik, Utusan Khusus Pemberantasan Islamofobia.

Malik menutup pernyataannya dengan berterima kasih kepada perdana menteri serta jajaran menteri yang telah berkontribusi dalam penyusunan kebijakan ini.

"Lasting change requires the Government and Muslim communities to remain engaged, build trust, deepen understanding and work towards common ground. I thank the Prime Minister, the Ministers and all those who have contributed to this process. While important work remains, I look forward to continuing our constructive engagement with the Government, Muslim communities and other stakeholders to advance the recommendations and help build a safer, more inclusive Australia for all. Perdana Menteri Anthony Albanese turut memberikan pernyataan tegas mengenai pentingnya menjaga keberagaman sebagai salah satu kekuatan utama bangsa Australia dalam konferensi pers tersebut.

"Prejudice is something that isn’t normal, isn’t intrinsic to human endeavour, but something that is taught, and political leaders have a responsibility to promote social cohesion in this country," kata Anthony Albanese, Perdana Menteri Australia.

Albanese juga menanggapi pernyataan Hanson terkait kebijakan perbatasan masa lalu dan menyatakan bahwa keputusan beralih dari prinsip lama merupakan langkah dwipartisan yang baik sejak dekade 1960-an.

"The movement away from the White Australia Policy wasn’t just the Labor government of Gough Whitlam," ujar Anthony Albanese, Perdana Menteri Australia.

Ia menekankan bahwa penolakan terhadap diskriminasi rasial masa lalu didukung penuh oleh kedua kubu politik utama di parlemen.

"It was actually a bipartisan position. That began in the 1960s, and that was a good thing." tambah Anthony Albanese, Perdana Menteri Australia.

Terkait penolakan atas perubahan undang-undang terorisme, Albanese menegaskan bahwa pemerintah mengacu penuh pada nasihat independen yang diberikan oleh badan keamanan.

"It’s independent advice," ucap Anthony Albanese, Perdana Menteri Australia.

Ia menyatakan kabinet pemerintahan tetap memegang kendali penuh atas keputusan hukum nasional tanpa menyerahkannya kepada pihak luar.

"What we don’t do is we don’t contract out government. Decisions are made by our cabinet." jelas Anthony Albanese, Perdana Menteri Australia.

Albanese mengkritik keras keberadaan politisi radikal di parlemen yang dinilainya berpotensi merusak nilai-nilai persatuan negara.

"This is a guy who’s been elected and re-elected and endorsed and re-endorsed multiple times by Pauline Hanson and One Nation, and his views are not worthy of being a senator, but he’s elected," tutur Anthony Albanese, Perdana Menteri Australia.

Ia memperingatkan para pemilih mengenai risiko politik jika memberikan suara kepada figur yang berada di faksi pinggiran.

"This is the risk that people take when they vote for people who are on the fringes of politics." tambah Anthony Albanese, Perdana Menteri Australia.

Albanese menegaskan kembali komitmennya bahwa tidak ada tempat bagi sentimen anti-Islam di wilayah Australia.

"Australian Prime Minister Press Conference Can I begin by saying that Islamophobia has no place in Australia. Every Australian deserves to be safe, respected and at home in our country. And what we have seen is a rise in Islamophobic attacks and abuse directed at Muslim Australians.

Hate directed at one community, hurts us all. Because our diversity is one of Australia's great strengths. And we won't, as a nation, let hatred divide us.

It's clear that we need to do more. And our Special Envoy, I want to thank Aftab Malik for the work that he's done setting out further steps that we can take. We're already progressing recommendations while continuing work on the remaining ones.

This is about practical action to keep communities safe and strengthen our social cohesion. And based on the Envoy's four guiding principles - firstly, education and awareness; secondly, protection and support; thirdly, building social cohesion; and then fourthly, accountability and responsibility. It builds on the work we've already done, including funding security at places of worship, strengthening hate crime laws and banning extremist hate groups.

Governments have a responsibility to build a stronger Australia, but all of us can play a role in that as well. And every Australian has the right to be proud of who they are and what they believe. To be able to practice their faith, whatever it is, in peace and security and with respect.

And certainly every Muslim Australian has the right to feel safe, valued and respected for the contribution that they make to our great nation, Australia. I want to thank Aftab for the work that he has done and the ongoing work that he'll continue to do as we go forward on these issues. I'll ask Aftab to make some comments and then the Ministers and then they're all happy to take a few questions." papar Anthony Albanese, Perdana Menteri Australia.

Menteri Urusan Multikultural, Anne Aly, menambahkan bahwa kehadiran kabinet saat ini menjadi sejarah baru karena menjadi pemerintahan pertama yang mengakui serta mengambil tindakan hukum nyata untuk menangani Islamofobia.

"Thank you, Prime Minister. Islamophobia in Australia isn't new. Muslim Australians of my generation will tell you that we've lived with it for most of our lives, but for the first time in my life, there is a government that is talking about it, there is a government that's recognised it and there is a government that's doing something about it.

This response that we are presenting here today is more than just about policy, it's a response about people. It's a response that says that Islamophobia is not just a religious issue, it's an Australian issue. It's an issue that goes against Australian values - our values of fairness, our values of equality, our values of a fair go.

The 35 recommendations that we are responding to in this report go right across Government, particularly in places like educational institutions, universities and schools, but right across through to recognising the significant impact that Islamophobia has on Muslim women and on their mental health. I'm really pleased that we were able to work very closely with Aftab and his office. And I do want to thank the Special Envoy and his office for the collaborative way in which he has worked with us and approached this to come up with a set of responses, 35 responses, that go to addressing some of the most significant manifestations of Islamophobia.

But the thing I'm most pleased about is that for the very first time, the very" kata Anne Aly, Menteri Urusan Multikultural.

Sementara itu, Menteri Dalam Negeri Tony Burke ikut mengecam keras komentar politik yang dinilai berupaya memecah belah keharmonisan masyarakat Australia yang telah maju.

"I never thought when I entered parliament that in my political lifetime anyone who’d been elected to parliament would be calling for White Australia." ungkap Tony Burke, Menteri Dalam Negeri Australia.

Burke menekankan bahwa mencintai negara berarti menerima kondisi keberagaman masyarakat yang ada saat ini secara terbuka.

"I thought we were in a country where everybody just accepted that we had moved on and we were better because we’d moved on. Part of saying you love Australia is to love Australia for who we are, not some perverted concept of a country where we would turn on each other." lanjut Tony Burke, Menteri Dalam Negeri Australia.

Di pihak lain, Pauline Hanson membantah telah mengadvokasi kembalinya kebijakan diskriminatif masa lalu dalam sebuah video klarifikasi di media sosial.

"Never ever have I advocated that, and I don’t believe in it as well," kata Pauline Hanson, Pemimpin Partai One Nation.

Aliansi Muslim Australia dan Dewan Imam Nasional Australia menyambut baik respons pemerintah sebagai langkah awal yang penting, namun mendesak tindakan lebih lanjut untuk menuntaskan rekomendasi yang tersisa.
