NYPD Investigates Mystery Individuals Emerging From Midtown Manhole

The New York City Police Department launched an investigation after video footage captured individuals emerging from a Midtown Manhattan manhole near Penn Station around 4 a.m. on Aug. 18, 2026, marking the latest in a series of similar underground incidents across the city.

The incident occurred on Seventh Avenue across from Madison Square Garden. Surveillance and social media recordings showed multiple individuals wearing dark clothing, overalls, and headlamps pulling themselves up from the sewer system before leaving the area.

Witness Ricardy Fabre recorded the footage while standing in line for concert tickets nearby, noting that an idling vehicle parked close to the manhole appeared to be connected to the group.

"Oh s---! They really do that s---," said Ricardy Fabre, who recorded the video.

Fabre stated that he observed about five people exit the underground system, though he only captured the final three on camera.

"I couldn’t believe people would go down there. I couldn’t believe how many of them were there. I couldn’t believe what they were wearing, and then they had the flashlights attached to their heads," said Fabre.

He noted that the individuals exited in a coordinated manner before departing.

"I imagine there’s like a long history of people like exploring the sewers, but it just seemed, seemed really strange," said Fabre.

He added that he was shocked by the event, having only expected to see such scenarios on television.

"I was kind of in shock that this was real, and it was something I was really witnessing cause it's usually something you see on TV or something," said Fabre.

The observer noted that the individuals did not appear to be carrying items out of the sewer grid.

"they looked professional, like they knew what they were doing," said Fabre.

Inspectors from the New York City Department of Environmental Protection evaluated the infrastructure following the incident and confirmed the sewer network remains structurally safe. However, officials reiterated that unauthorized entry into city sewers is illegal and poses severe safety risks.

"Sewers can contain numerous hazards, including noxious and potentially deadly gases, unstable surfaces, flooding risks, and confined spaces. For these reasons, members of the public should never enter a pipe, drain, catch basin, manhole, or outfall," said the Department of Environmental Protection in a statement.

The agency previously noted that entering the city's 7,400-mile sewer system presents severe health hazards.

"For these reasons, members of the public should never enter a pipe, drain, catch basin, manhole, or outfall," said the Department of Environmental Protection.

Law enforcement officials stated that the NYPD's working theory regarding similar trespassers earlier in the year involved individuals searching for valuables or engaging in urban exploration. Police sources indicated there is no suspected link to terrorism, and no arrests have been made in connection to the Midtown incident.

The event follows similar unauthorized underground entries reported in May across Brooklyn and Queens, where groups were seen entering manholes during overnight hours. Authorities arrested two individuals in July on criminal trespass charges related to one of the May incidents in Brooklyn, while a separate 2025 case resulted in burglary and criminal mischief charges for several men caught entering a manhole.
