UK Shares Secret Missile Tech with Ukraine During Burnham Kyiv Visit

British Prime Minister Andy Burnham arrived in Kyiv on Monday, August 24, 2026, to present Ukrainian President Volodymyr Zelensky with classified technical plans for the SCALP long-range cruise missile, enabling domestic assembly lines inside Ukraine amid heightened Russian threats.

The move allows Ukraine to manufacture the French-designed version of the weapon, known in the United Kingdom as the Storm Shadow. The declassification of British-made components represents a vital step toward enabling joint production by Ukraine and Paris by the end of the year.

The military assistance comes during Burnham's first international trip since taking office on July 20. Alongside his meetings with Ukrainian leadership, Burnham was scheduled to chair a session of the 34-nation Coalition of the Willing alliance.

Burnham reaffirmed the United Kingdom's long-term commitment to supporting Ukraine against ongoing aggression.

"The friendship between our two countries will long outlast Russia’s illegal war. In both the fight and in the rebuilding to come, we will stand with Ukraine and deliver opportunities for people across both our countries," said Andy Burnham, Prime Minister of Britain.

The British leader emphasized that Western partner resolve would not waver in the face of ongoing pressure from Moscow.

The official announcement sparked immediate opposition from Russian authorities in Moscow.

Kremlin spokesman Dmitry Peskov said the UK was "participating in the war" and "pouring fuel on the fire."

Russian diplomats previously cautioned that deeper defense cooperation would carry severe consequences for London.

The Russian embassy in London warned the UK last week that "the deeper its involvement" and "the greater its support" for Ukraine, the "higher the price it will pay."

Western defense leaders have previously noted the operational impact of the missile system on the battlefield.

"Supplied to Ukraine, the Franco-British SCALP/Storm Shadow missile has demonstrated its effectiveness in modern high-intensity combat, in decisive situations," said Sébastien Lecornu, French Defense Minister.

Diplomatic officials highlighted the evolving economic and tactical nature of the regional conflict.

Katarina Mathernova, the European Union's ambassador to Ukraine, told reporters on Sunday night as she traveled for the coalition meeting that the mood in Ukraine had "darkened" this summer amid targeted Russian attacks on civilians.

Expert analysis indicates that Ukraine's long-range strikes force Russia to spread out its defensive infrastructure over vast territory.

Peter Dickinson, editor of the Atlantic Council’s Ukraine Alert blog, wrote earlier this month: "A long line of would-be conquerors have invaded Russia only for their armies to swallowed up by the vastness of the country. Ukraine is now attempting to turn this military logic on its head with a strategic bombing campaign that aims to exploit Russia’s immensity and transform it from a key strength into a fatal weakness."

The SCALP missile features a turbojet engine with a maximum range of 550 kilometers and carries an 880-pound warhead. Ukrainian forces plan to utilize the low-altitude system via Su-24 and Mirage 2000 aircraft to strike fortified bunkers, complementing indigenous weapons such as the Fire Point FP-5 Flamingo cruise missile.
