CIA Director John Ratcliffe Makes Unannounced Visit to Moscow

CIA Director John Ratcliffe made an unannounced visit to Moscow to meet with Russian officials, according to a U.S. official familiar with the trip. The visit occurred amid stalled negotiations over the war between Russia and Ukraine.

An American Boeing C-17 Globemaster III military transport plane landed at Moscow’s Vnukovo International Airport early Tuesday morning, according to flight tracking data. The plane appeared to have departed from Joint Base Andrews in Maryland.

The CIA declined to comment on the purpose or topics of the meetings, and it was Ratcliffe's first known trip to Russia as CIA director under President Donald Trump.

Last week, Treasury Secretary Scott Bessent announced "Operation Economic Outcast," a strategy aimed at isolating Iran by penalizing entities doing business with Tehran. Russia remains a strategic trading partner of Iran, adding context to the timing of Ratcliffe’s visit.

Data from the flight tracking site FlightRadar24 showed the Boeing C-17A Globemaster III approaching Moscow from Riga, Latvia, after departing Joint Base Andrews on Sunday.

When asked about the U.S. military plane landing in Moscow, Kremlin spokesman Dmitry Peskov said he did not have information regarding the aircraft.

U.S. military officials, the White House, and both the U.S. and Russian embassies declined to comment on the flight’s mission.

The last direct flight of a U.S. registered jet to Russia from Europe was in January, carrying special envoys for peace talks on Ukraine, according to Reuters.

The Kremlin also stated last week that there was no information about another visit to Moscow by U.S. envoys as peace talks have largely stalled amid the ongoing war in Ukraine and geopolitical tensions involving Iran.
