Meta Agrees to $17.1 Billion Settlement Over Youth Safety Lawsuits

Meta agreed on Wednesday, August 26, 2026, to pay up to $17.1 billion to settle a landmark multistate lawsuit in Oakland, California, accusing the company of intentionally designing addictive features on Facebook and Instagram that harmed minors.

The agreement resolves claims brought by 29 states and U.S. territories that accused the tech giant of violating child privacy laws and misleading the public regarding platform safety, as reported by The New York Times, Fox Business, and CNN.

Under the terms filed in the U.S. District Court for the Northern District of California, Meta will pay a base of $12.1 billion over ten years to fund state online youth safety initiatives. An additional $5 billion depends on whether competitors like YouTube and TikTok adopt similar restrictions.

The agreement imposes structural changes on Meta's apps, introducing a default two-hour daily limit for teenage users, mandatory break prompts every 15 minutes of continuous use, and a nighttime access block from midnight to 6 a.m.

The settlement also includes muting app notifications during school hours, hiding likes and reaction counts on teens' posts by default, blocking extreme makeup filters for minors, and offering an opt-out for algorithmic recommendation feeds.

Colorado Attorney General Phil Weiser emphasized the primary goal of the legal action for state prosecutors.

"The focus of this case was to protect our kids: stopping notifications and alerts at night and when they are in school, encouraging them to take breaks from social media, protecting them against harmful features," said Phil Weiser, Attorney General of Colorado.

Weiser added that the negotiated agreement exceeded what most judicial courts might typically order in similar regulatory matters.

Stanford University law professor Nora Freeman Engstrom highlighted the legal pressure that likely drove the company's capitulation.

"Meta wouldn't settle unless it sees the writing on the wall and feels really exposed," said Nora Freeman Engstrom, Law Professor at Stanford University.

The resolution abruptly halted a federal trial where Instagram head Adam Mosseri had begun testifying and Meta CEO Mark Zuckerberg was scheduled to take the stand, averting potential testimony from top executives.

Meta addressed the resolutions and its commitment to user security in an official statement released on Wednesday.

"Ensuring teens have a safe and productive experience on our platforms is an absolute imperative for Meta," said Meta, Social Media Company.

The company stated that the collaborative effort establishes an elevated safety benchmark across the digital ecosystem.

Meta emphasized that industry-wide adoption remains essential for comprehensive youth protections online.

"For meaningful progress to happen, we urge TikTok and YouTube to join us and state attorneys general in adopting this new standard, to ensure teens use social media in a healthy and responsible way," said Meta, Social Media Company.

North Carolina Attorney General Jeff Jackson outlined why state leaders prioritized a binding settlement over protracted courtroom battles.

"Litigation would mean that we were still many years away from bringing any of these child safety upgrades to these platforms, it would risk losing another generation," said Jeff Jackson, Attorney General of North Carolina.

Although the settlement resolves the multistate litigation, Meta continues to face hundreds of distinct lawsuits brought independently by individuals, families, and local school districts nationwide.
